bulletin issued by Shenzhen Telecommunication Bureau,Shenzhen's
local telephone numberis to be upgraded to eight digits from 00:00,June 29.
Details as following:
Area code and special number maintain invariable.
Telephone number's initial are 2,3,4--add "8" in front
of the original number.
Telephone number's initial are 5,6,7,8--add "2" in front
of the original number.
Telephone number's initial are 1,9--maintain invariable.
