Canada to require 24-hour advance customs notification in 2004

 
    CANADA's Customs and Revenue Agency (CCRA) is to impose a 24-hour advance cargo notification scheme for marine cargo importation starting next year.
    The 24-hour advance notification represents the time frame by which ocean carriers and freight forwarders will be required to submit data to customs electronically before loading in foreign ports, Canadian authorities said.
    Data will be processed through automated targeting systems, and based on risk assessment. The CCRA will also identify certain containers for examination prior to loading.
    The 24-hour rule will be implemented by April 2004, the CCRA said, adding this would allow the agency, the carrier/freight forwarder, and importer/broker communities time to prepare their business operations and systems for implementation.
    The agency said this rule will provide consistent reporting requirement for North American marine shipments, and supports the Canada-US Smart Border Declaration.
    Elinor Caplan, Canada's Minister of National Revenue, said: "This 24-hour rule for marine cargo allows the CCRA to manage risks effectively by identifying high-risk cargo before leaving the foreign port.
    "Consultation with the private sector will continue towards establishing time frames that are effective for land and air cargo notification."
