Singapore demands health declarations from cargo ships

|
BEGINNING today the Singapore Government will require crew members from ships calling at Singapore to complete health declaration cards, as the island state tries to ward off new cases of Severe acute respiratory syndrome (Sars).
A Maritime and Port Authority of Singapore (MPAS) circular advises crew who have been in Sars-affected areas like Toronto (Canada), Hong Kong, Beijing, Guangdong, Taiwan, and Vietnam that they must submit a declaration answering questions such as: do they have fever or cough symptoms or breathing difficulties; and if any of their close family members has been in close contact with any person diagnosed with Sars.
The MPAS circular states that failure to declare the information required or the provision of a false statement in any return is an offence punishable with a fine of up to SGD5,000 (US$2801) or imprisonment for up to six months.
The Special Health Declaration was enacted under Singapore's Infectious Diseases Act, and is expected to affect thousands of sailors in the weeks to come, and is additional to requirements already being enforced at Changi airport.
